TERMS OF REFERENCE

 

Job Title: Regional Manager, Technical Support Facility for Eastern Europe and Central Asia (TSF EECA)

 

Location: 4 Positions, Moscow, the Russian Federation; Almaty, Kazakhstan; Tbilisi, Georgia and Bucharest, Romania.

 

 

Organisation Name: Technical Support Facility for Eastern Europe and Central Asia (TSF EECA) AIDS Foundation East-West (AFEW) and IPPF European Network (IPPF EN).

In order to step up-scale and strengthen the efforts against the HIV/AIDS epidemic in the EECA region UNAIDS has supported the establishment of the Technical Support Facility (TSF). The TSF EECA will ensure that country, government and UN partners - and civil society throughout the region - will have access to the necessary technical expertise at national levels. This will enable better coordination and implementation of broad-scale and multi-sector national responses to HIV/AIDS. 

AIDS Foundation East-West (AFEW) and the International Planned Parenthood Federation-European Network (IPPF EN) are the coordinating organisations of the TSF EECA. AFEW is a lead non-profit, public health organisation and IPPF EN is the leading non governmental organisation in the field of sexual and reproductive health and rights. Their aim is to reduce the impact of the HIV epidemic, using their expertise, networks and staff to organise the TSF EECA.

The TSF EECA will collaborate with country and regional partners (governmental and non-governmental organizations) in the provision of high quality, technical assistance through specialized consultancies with the aim to strengthen national HIV programmes and to build capacity to effectively address the HIV epidemic in Eastern Europe and Central Asia.

The TSF EECA will actively seek for experts working in the areas of HIV/AIDS and SRHR and HIV/AIDS integration. The TSF EECA will function as a link between professional consultants, international experts and national governmental and nongovernmental organisations, to ensure that high quality technical services are readily available to support national initiatives and projects.

 

The TSF EECA aims to:

 

- provide competitively priced, quality assured short term technical assistance,

- strengthen the capacity of country partners to manage technical assistance effectively

- assist in the professional development of national and regional consultants, and

- encourage a harmonized and collaborative approach to the delivery of technical assistance in support of country partner-owned and partner-led action plans.

 

Contract Type/Duration: 2 Year fixed-term, subject to annual performance appraisal

Role Summary and Key results expected:

The TSF EECA Regional Managers are in-country staff members who support the Director with TSF EECA operations and serve as a link between their respective regions and the Director. The country staff will act on behalf of the Director during negotiations with clients and consultants. They will be the main contacts for national institutions and organizations in the sub-region.

 

Key responsibilities will include:

A) Networking:

· Build up and maintain a network of national and local organizations;

· Collect and provide up to date information on national HIV and SRHRpolicies.

B) TSF Management:

· Assist the TSF EECA Director in the design and development of monitoring and evaluation policies, procedures and guidelines;

· Assist the Director in devising policies, procedures and tools for TOR development, contracting and provision of TA;

· The Regional Manager’s role in marketing will be described in the marketing plan and further specified after the first round of introduction by UNAIDS and the TSF EECA Director.

Consultants and Technical Assisstance

· Build up a database of local consultants;

· Conduct evaluation of consultants according to quality guidelines to be entered into the database;

· Assist (national) institutions and organisations in assessing the need for technical assistance;

· Assess the of capacity building needs of the local consultants and clients, plan and organise their professional development;

· Organise sub-regional projects and events;

· Conduct all preliminary work for contracting and subcontracting;

· Review and fine-tune terms of reference, identify suitable consultants, plan contracts and follow up of the assignment and developing a model to disseminate the information;

· Monitor consultants performance and conduct appraisals.

C) Reporting

· Monthly and quarterly reporting to the TSF EECA Director;

· Work hand-in-hand and report to Country Director on all administrative issues.

 

Qualifications and Membership:

Advanced university degree in public health or health management or other relevant social sciences.

Experience:

Essential:

· Five to ten years of experience in the delivery of public health programs in an international multicultural environment;

· Proven track-record of managing and provision of technical assistance: contracting, subcontracting, capacity development;

· Country-level experience in building partnerships;

· Experience in the capacity development;

· Excellent knowledge of M&E practices and tools;

· Field work in resource limited countries.

Desirable:

Country-level experience in AIDS, tuberculosis, or malaria; or sexual and reproductive health and rights programs

Technical skills and competencies:

Skills:

· Building up relationships with the clients and consultants within the countries of their regions;

· A good understanding of the needs for technical assistance and capacity building;

· Having a relevant technical background in monitoring and evaluation, review of terms of references and advice to clients in a broader perspective and larger framework of HIV and SRHR policies and programmes within a country.

Competencies:

· Excellent analytical and communication skills, capable of developing and maintaining effective working relations across teams and organizations within an international and multi-cultural working environments;

· Excellent negotiation skills;

· Excellent in team working, as well as the ability to work with a variety of partners and to reach consensus;

· Strong managerial skills with the ability to plan, organize, coordinate and implement work inputs from several sources and partners, and manage the delivery of multiple services;

· Self starter capable of working with limited supervision;

· Results oriented to drive the programme towards agreed programme indicators.

 

Languages:

An excellent knowledge of English and Russian. Knowledge of other EECA region languages is an asset.

CONDITIONS OF CONTRACT

Staff are employed by and are subject to the terms and conditions of employment of AFEW (Kazakhstan, Russia) and IPPF EN (Georgia, Romania).

The person selected for this position will be appointed with a fixed-term duration contract.

We offer competitive remuneration packages. Salaries are paid in local currency.
